  82.                           FILE ONE: INTRODUCTION

  85. INTRODUCTION:
  86.  
  87.   These files covers all aspects of incendiary systems.  They describe useful
  88. initiators, ignitors, incendiary materials, delay mechanisms, and spontaneous
  89. combustion devices designed for direct use in sabotage and unconventional
  90. warfare.
  91.   Incendiaries are promarily used in sabotage to set fire to wooden structures
  92. and other combustable targets.  Certain incendiaries, such as thermite, can be
  93. used for melting, cutting, or welding metals.
  94.   The most basic incendiary system consists of putting a lighted match to an
  95. easily combustible material.  However, a simple match is not always effective.
  96. There are many important combusible targets that require far more heat for
  97. reliable ignition then is available from a match.  There are also instances
  98. where delayed ignition is essential for sabotage success.  This series
  99. contains formulations and devices to satisfy the requirements for high
  100. ignition heat and predetermined ignition delay times for use in sabotage and
  101. other harassment actions.
  102.   Every Incendiary system cosists of a group of elements starting with an
  103. initiator and ending with the main incendiary material.  If the initiator does
  104. not produce enough heat for reliable ignition of the combustible target, an
  105. intermediater or booster incendiary is required.  More than one booster is
  106. necessary for some targets.  The initiator (File 2) can consist of a simple
  107. match, a match and a fuse cord, an acid, or water.  The intermediate heat 
  108. sources are generally called igniters (File 3).  Ignitors produce sufficient
  109. heat to set the principal incendiary charge (File 4) aflame.  Delay mechanisms
  110. (File 5) are frequently used to prevent detection of the saboteur by post-
  111. ponement of the fire for some limited, preditermined time after placement and
  112. actuation of the device.
  113.   Spontaneous combustion is a good sabotage tool.  Favorable conditions can be
  114. established for the deliberate employment of spontaneous combustion (File 6),
  115. that is, setting combustable material aflame without application of direct
  116. flame or spark.
  117.   All of the devices and techniques described herein have been thoroughly
  118. checked by independant test to make certain that they will work as intended.
  119. Detailed instructions are given for the necessary ingrediants and their
  120. preporation.  It is important that these instructions be followed carefully
  121. to be sure that the devices will operate properly.  In addition, close 
  122. attention to the instructions will assure safety.
  123.  
  124. DEFINITIONS:
  125.  
  126.   Common terms used in connection with incendiary systems are defined below.
  127. Note that the definitions are worded so as to cover only incendiaries.  Some
  128. of the terms have additional meanings in the related field of explosives.
  129.  
  130. DELAY MECHANISM..........Chemical, electrical, or mechanical elements that
  131.                          provide a time delay.  Elements may be used singly
  132.                          or in combinations.  They provide a predetermined,
  133.                          limited time interval before an incendiary starts
  134.                          to burn.
  135. FUSE.....................A Flexible fabric tube containing powder that is
  136.                          used to start fires at some remote location.  The
  137.                          powder in the fuse burns and provides a time delay.
  138. IGNITOR..................An intermediate charge between an initiator and an
  139.                          incendiary material.  It is set aflame by the init-
  140.                          iator and produces sufficent heat at high temps to
  141.                          ignite the main incendiary.  Ignitors are fast
  142.                          burning and relatively short lived.
  143. INCENDIARY MATERIAL......A material that burns with a hot flame for long
  144.                          periods.  Its purpose is to set fire to wooden
  145.                          structures and other combustable targets.
  146. INCENDIARY SYSTEM........A group of elements that are assembled to start
  147.                          fires.  The system consists of initiator, delay
  148.                          mechanism (if needed), igniter, and incendiary
  149.                          material 
  150. INITIATOR................The source that provides the first fire in an 
  151.                          incendiary system.  A match is an initiator.  The
  152.                          initiator is so sensitive that it can be set off
  153.                          with little energy.
  154. SPONTANEOUS COMBUSTION...The outbreak of fire in combustible material that
  155.                          occurs without an application of direct flame or
  156.                          spark.  The fire is the result of heat produced by
  157.                          the chemical action of certain oils.
  158. THERMITE.................An incendiary mixture of iron oxide flakes and
  159.                          aluminum powder that reacts chemically when initiated
  160.                          to form molten iron.  Thermite can be used to burn
  161.                          holes in steel or to weld steel parts together.
  162.

  164. TOOLS AND TECHNIQUES:
  165.  
  166.   The equiptment needed for the manufacture of incendiaries consists of simple
  167. items.  They are all readily available.  Required are bottles, jars, pots, and
  168. spoons.  There should be no difficulty in obtaining any of them.  All of the
  169. necessary equiptment is described in each paragraph dealing with a paticular
  170. incendiary compound.
  171.   It is important that the operator follow the directs given in these files
  172. EXACTLY as written.  They have been worked out carefully to give the desired
  173. results with the minimum chance of mishap.  Don't experiment with different
  174. procedures or quantities.
  175.   By it's very nature, the manufacture of incendiaries is dangerous.  It is
  176. the function of incendiaries to burn with an intense flame under the right
  177. conditions.  Care must be taken that no fires result during the making or
  178. placing of the devices.  There are also other dangers in addition to the fire
  179. hazard.  The chemicals used as ingrediants may burn the skin, give off
  180. poisonous fumes, or be easily flamable.  They must not be eaten!!
  181.   When handled with care and proper precautions, incendiaries are fairly safe
  182. to make and use.  Detailed precautions and instructions are given in each
  183. paragraph where they apply.  General safety precautions follow:
  184.  
  185.   o Fire prevention is much more important than fire fighting.  Prevent fires
  186.     from starting
  187.   o Keep flamable fires away from open flames.
  188.   o Good housekeeping in the fire prevention.  Keep work areas neat and
  189.     orderly.  Clean away all equiptment and materials not needed at the
  190.     moment.  Clean up spills as soon as possible.
  191.   o Store incendiaries in closed containers away from heat.  Do not store
  192.     materials any longer than necessary.
  193.   o In the event of fire, remove the incendiaries from the danger area if this
  194.     can be done quickly and safely.  Use large quantities of water to fight
  195.     incendiary fires.
  196.   o Don't mess around when making these devices.
  197.  
  198. Safety precautions in the work area follow:
  199.  
  200.   o Wear rubber gloves, apron, and glasses when handling concentrated chemicals
  201.     if at all possible.
  202.   o Avoid inhaling fumes.  Preform reactions in a well ventilated area or out-
  203.     doors because the boiling is often violent and large amounts of fumes are
  204.     given off that are poisonous if breathed too much.
  205.   o Avoid acid contact with the skin.  If chemicals are spilled on a person,
  206.     wash immediately in running water for several minutes.  If they splash in
  207.     the eyes, wah the open eye in running water for at least 15 minutes.
  208.   o Clean up any acid that is spilled on the floor or bench by flushing with
  209.     large amounts of water.  Acid spilled on wood can cause a fire.
  210.   o Always pour concentrated acids into water.  Never pour water into
  211.     concentrated acids because a violent reaction will occur.
